Southwark Council is considering whether to make the Lower Road cycleway scheme permanent and is asking the public for their views as part of a new consultation.

The Lower Road scheme consists of a two-way cycleway along the A200 Lower Road from Rotherhithe Roundabout to Evelyn Street in Deptford.

The route forms part of Transport for London’s (TfL) Cycleway 4 route between London Bridge and Greenwich, and was the last part of the cycleway to be built before opening in March 2024.

Work is currently under way to extend Cycleway 4 between Greenwich and Woolwich, which is expected to last for 16 months.

The public consultation for the cycle route in Lower Road launched last week (November 20) and will run until December 14.

As well as sharing views on whether the scheme should be made permanent, Londoners have also been encouraged to share their thoughts on whether further changes to improve safety should be made.

Exclusive: Collisions have almost tripled on Lower Road since cycle lane was installed, data suggests

The council says it wants to keep most of the current designs on the ground in place permanently, but is proposing some changes to designs at the junctions of Culling Road, Neptune Street, Ann Moss Way and Chilton Grove.

The council says it has monitored the route with traffic surveys and traffic sensors, and has carried out a road safety audit and reviews, and held public meetings with residents and businesses and heard feedback from residents.

Exclusive – Lower Road: Cycleway scheme was only meant to be a ‘temporary fix’

According to the council, traffic sensors show the number of cycle trips on the route increased by more than 50per cent between spring 2023 and spring 2025.

Between March and May 2023, there were 214,653 cycle trips, whereas between March and May 2025, there were 336,750 cycle trips.

James McAsh, Cabinet Member for Clear Air, Streets and Waste at Southwark Council, said: “We’re working to create a greener, cleaner, safer Southwark where it’s easier for people to get about by walking, wheeling and cycling.

“The cycle route in Lower Road has seen a big increase in cyclists since it opened two years ago and following previous feedback and meetings we are now asking for views and feedback on making the route permanent.”

The consultation can be accessed online here.
